Broadband Internet access infrastructure enjoys a high priority in all developed and emerging economies except, it appears, in India. Broadband offers the highest return on investment across a broad range of economic and social metrics. In India, given our weak physical infrastructure broadband has a very strong leverage and can act as our virtual infrastructure. Broadband Internet is a powerful enabler of many core segments of Indian society—industry, education, Commercial industries like jayabharat furnitures, patio furniture cushions … ,commerce, governance and social connectivity. A variety of studies outside India, indicate up to 1% additional GDP growth when broadband Internet reaches the 25% penetration mark.

India seriously lags other emerging and developed economies in terms of broadband access. The number of Internet (e-mail) users in India is projected at about 80 mn. However, vast majority of them use shared community access such as Internet shops that offer only sporadic, if not inconvenient, access. Of the 18 mn Internet connections, about 11 mn use low-speed dial-up access and only 7 mn are true broadband connections using DSL technology. The country adds only about 1 mn DSL lines per year. Given the increasingly rich media Internet content, only dedicated (one per household moving to one per person) broadband Internet offers a full spectrum Internet usage. Shared community access, which is the dominant form these days, offers very limited value and is comparable to phone calls from a PCO versus those from a personal home phone or cell phone.

In short, broadband Internet penetration in our country is abysmally low with 7 mn lines and is growing very slowly. When compared to 87 mn broadband lines in China and well over 120 mn lines in the US, India is at a huge disadvantage.

In contrast to the seriously lagging broadband wireless access (BWA), India’s cellular phone revolution has been a huge success with over 500 mn cell phones. The key to success of the voice network has been the better economics and superior convenience (ie, mobility) of wireless delivery. Likewise, wireless is also the right medium for delivering broadband access in India. There is a tremendous unmet demand for Internet access in our country, perhaps in excess of 100 mn lines at currently projected service/device pricing erosion profiles. This will only grow rapidly in the coming years. The Indian government’s own goal for broadband connections for 2010 is a modest 20 mn lines and with the repeated delays in BWA spectrum, this is nowhere within reach.

Wireless broadband Internet can serve both mobile and fixed users. Apart from 24×7 personal access to high-speed Web browsing, e-mail, transactions (space booking, banking) and social networking; enterprises can expand online customer support and e-commerce; and local/city governments can proliferate e-governance and public services. Many new applications such as video security enabled by machine-to-machine connections will increasingly dominate the broadband Internet after 2012. India cannot afford to sit on the sidelines and not exploit this enormously valuable tool for our growth. While the government has allotted one 20 MHz slot of spectrum in the 2.5 GHz band to BSNL and MTNL, a variety of internal constraints in these PSU companies has prevented them from a meaningful rollout of BWA services. This is not likely to improve in the future without serious company reforms. Today, the key to efficient and rapid deployment of wireless broadband in India in order to meet the aspirations of the Indian public lies clearly in the hands of private sector carriers.

Given the enormous opportunity cost to our country from delays in rolling out of broadband services, de-linking 3G and BWA auctions is in strongest public interest. The government should direct that BWA spectrum (two slots of 20 MHz each in the 2.3 GHz band) be offered for auction immediately. Wireless broadband Internet can be an enormously valuable initiative to make India more productive, more secure and more prosperous. We cannot and should not wait any longer. It is time to act.
